This Tainan County is located in the Southwest part of the island with a warm climate, fertile soil and abundant irrigated water sources, bringing forth various types of agricultural products. However, these agricultural products come from small scale businesses with high product cost and where agricultural pursuits are limited; therefore, the government is dedicated in helping these country side farms, fisheries, pastures and final farming product processing develop strategic business plans so as to help steer these small townships or places in a direction for the future which will increase farmers' income and place them in the position towards「everlasting development of the agricultural industry」。

According to Federal regulations of “New Agricultural Plan Stepping into the 21st Century”, “Challenge 2008-National Development Plan,” “ National Agriculture” and Mayor Su's political beliefs, this county drew up the guidelines for agricultural policies in the future and pondered the developing demands and local features of the areas in this county. It also drew up the agricultural policies and developing strategies from the perspectives of the industrial development in farms, fisheries and pastures, the establishment of ranking systems for assisting agricultural managers, the extension of agricultural-product sales network, the advocacy of high-tech agriculture, the boost to leisure farm and fishery businesses and the combination of industrial cultures and farm-tour plans.

After entering WTO, while forced to face fierce competition with imports, the agricultural industries in Tainan County will adopt four counteracting strategies and listed below:
>> Develop high-tech agricultural industry; transforming the traditionally congested, labor intensive, agricultural industry into a technological intense agricultural industry.

>> Consolidate the various small farms to one large sales network, establishing an international agricultural network.

>> Combine both ecological welfare and the erecting of communities; constructing beautiful landscapes for Tainan County and promoting agricultural ecological tourism.

>> Develop the capacities of the delicate agricultural industry, improving the agricultural industries competitiveness.

The strategic policy for the agricultural industry is serving as a link between past and future. In order to forge ahead into the future, to pulse of the times and the ever-changing environment must be taken into consideration. Tainan County will continue to firmly grasp the philosophies of “foresight, creativity and everlasting” to plan and promote various agricultural policies. Moreover, this county will unite powers from every society and collaborating efforts to create a more lustrously new century for the agricultural industry and materializing “a modernized fishery and agricultural industry, enriched farm and fishing villages and vitalized farmers and fishermen "through" the mind of caring farmers, the affection of loving this land” along with the practical attitude and positive doings.
