Governance The Foreign Spouse Service and Counseling Business Project

The number of foreign spouses is increasing because of the globalization. The culture shock is the first problem that the foreign spouses have to face since they have the different backgrounds and life styles. They also need to learn the languages and are responsible for the education of their children. Thus, the government should assist them in adapting to the life in Taiwan. 

There are around 11,000 foreign spouses including 5,800 of them from China and 5,400 of them from other countries. Tainan County Mayor Mr. Huan-Jhih Su understood that they have the different languages, different backgrounds, different life styles, and even different tastes of food. They strive to adjust themselves. Therefore, Mr. Huan-Jhih Su paid the special attentions on the rights and needs of these foreign spouses. He directed Tainan County Government Social Affairs Bureau to hold the related counseling activities. Through these activities, they can more easily adapt the life in Taiwan.

In order to assist foreign spouses, Tainan County Government included foreign spouses in a category which can apply Tainan County Women Supporting under Special Circumstances Ordinance in several cases in 2003. Tainan County was the first county to do this for protecting foreign spouses' rights. It can also ensure the equal opportunities for women in Tainan County.

Tainan County Government Family Violence and Sexual Infringe Prevent Center provides the training programs for translators who offer the consulting services for foreign spouses. It can assist foreign spouses in processing their cases without any language problems. The translators in Tainan County Government Family Violence and Sexual Infringe Prevent Center are foreign spouses who are fluent in Taiwanese, the foreigners who are fluent in Taiwanese, or the natives who are fluent in foreign languages. These translators can support social workers in special cases.

Beside the programs above, Tainan County Government budgeted for setting up the Foreign Spouses' Adaptable Counseling Classes Program in many townships. This program can offer the needs of the foreign spouses san give them related classes to help them adapt the life style in Tainan. The foreign spouses can develop their relationships with their family members and others by this program.

Tainan County Government held the graduation ceremony of Foreign Spouses' Adaptable Counseling Classes in Tsou-Ma-Li Farm in Danei Township. Foreign Spouses who received the graduation certificates found this program help them a lot.

Besides, in order to match up employment service program, Tainan County Mayor Mr. Huan-Jhih Su utilized the budgets from central government to train the government personnel. The personnel offer foreign spouses the consulting services and visit the families. They can help foreign spouses to adapt the life here with their professional knowledge.

In the future, Tainan County Government will assist Social Care Agencies in setting up the Woman Academy to offer foreign spouses education and skill training programs. It is going to offer the service network with encouragement and care which help these Foreign Wives/ Husbands in Taiwan.
