Governance The Community Caring Center Project

It is one of Tainan County Mayor Mr. Huan-Jhih Su’s concepts to take care the seniors and underprivileged groups. Mr. Huan-Jhih Su had the concept of the community caring center network to solve the senior nursing problems while he strived for Old Age Pensions Act 10 years ago. After he was elected to be the Mayor of Tainan County, he directed New Utopia Community Caring Center Network Project through the community caring center and the Mobil hospital and health examination.

The Community Caring Center Network Project in Tainan County is to integrate the resources of society, sanitation system, the publics, the police force, the villages, and the communities. It can offer the senior nursing services for the seniors and provide a utopian environment which is a complex integration of resources.

In order to carry out Tainan County Community Caring Center Network Project and to confirm the direction of executions, Tainan County Government held many conferences in villages to find out the needs and collect data from each village. After Bureau of Social Affairs of Tainan County Government sent New Utopia Community Caring Center Network Project to the Tainan County Council, and the Council approved it, Tainan County Community Caring Center Network Project was started.

The senior welfare policy needs to be supported by everyone, and we can build a warm, fragrant, and harmonious society. Thus, Tainan County Mayor Mr. Huan-Jhih Su thought senior welfare is the most important social welfare policies and proposed the concept of a community caring center for a village. It can offer the timely and localized services to take care of the seniors who live alone or the seniors who require nursing services.

The community caring center is the reorganized and enhanced community activity center. Tainan County Government will assist the communities in providing financial supports in the first phase in order to motivate the local volunteers to help the social welfare programs. The ultimate goal is to gather the locals to assist each other; thus, the community caring center network can be established. This project is also included in Multi-Employment Project of the Council of Labor Affairs and Program to Expand Employment in Public Service of Ministry of the Interior. Through the 2 programs above, there are several unemployed seniors trained and working as the personnel in the community caring centers. They are the work force for the senior and disabled nursing services. Tainan County Government also budgeted over NT$ 100,000,000 to support this project and the community caring centers. All of this has shown Tainan County Mayor Mr. Huan-Jhih Su’s willpower to run this program.

The community caring center offers services in the center and outdoor. There are places for the recreation, chatting, and sports. There are also activities such as discussions, healthy related services, health examinations, sanitation education, and lecture courses. The outdoor services are sending the meals to the seniors who live alone, calling/ visiting the seniors, taking the seniors to the hospitals, and house keeping. All of these services are performed by the volunteers and the personnel.

There are 242 community caring centers set up in Tainan County. There are many fully utilized centers increasing many new features which make the centers more popular and practical than before. All of the community caring centers were rebuilt from unused community activity centers or the unused private buildings. After the rebuilding, the centers offer the environments to protect the seniors and provide places for the seniors to chat and attend activities. These centers have utilized the unused space and became the contacting centers fro emergency.

The most important goal of this project at the moment is to increase both quality and quantity of community caring centers. By reaching this goal, the pattern of community caring center network (now the pattern is that “the government encourages the publics to participate”- from up to down pattern) will become that “the publics participate the community services”- from down to up pattern. The incentive community caring center network will reach the goal of the new Utopia (The neighbors is better than relatives living far away. The neighbors take care of the neighbors.) Everyone can have a better life than before both mentally and physically.

Tainan County Mayor Mr. Huan-Jhih Su wished that not only Tainan County Community Caring Center Network Project could be undertaken properly, but also the new independent and localized pattern of community caring can offer the services to the seniors and other people who need assistances by the locals helping each others. The children and teenagers can also be protected by Tainan County Community Caring Center. Tainan will become the new Utopia.

Mr. Jhang-Ting Sie, the premier of the Executive Yuan, attended a meeting with 25 Mayor and mayors and proposed Taiwan New Community 6 Stars Project. The goal of this project is to build the 6 stars Communities with the social welfare, the perfect public security, the social education, excellent environments, the beautiful ecology, and industrial development.

Tainan County Mayor Mr. Huan-Jhih Su focused on New Utopia Community Caring Center Network Project executed by Tainan County. It has been supported fully by the Central Government and become the standard community caring network project of other cites and counties.
