Governance Nan-Ying Tsung-Yeh Arts and Cultural Zone Project

Tsung-Yeh Factory of Taiwan Sugar Corporation was set up in 1905. As the industrial structure had changed, Tsung-Yeh Factory was shut downed. The glorious sugar production history is still in people’s memories. The factory itself is magnificent. The Japanese-Style Garden, the lawns, and tree are spectacular. The cultural and environmental assets are extraordinary.

Through the efforts of the locals, the total area of 2.6 hectare, including the main office, hostels, restaurants, the factory manager’s lodging house, the Japanese-Style Garden, and old tree tunnels in Madou Tsung-Yeh Sugar Factory, was rank as an excavation at county-level. Thus, Tainan County Government started to redesign Madou Tsung-Yeh Sugar Factory in order to promote the local culture.

Tsung-Yeh Sugar Factory is located on the center of Tainan County. It is accessible, cozy and cultural. Mr. Huan-Jhih Su, the Tainan County Mayor, considered that it would be a waste of the space if we did not utilize it. Since the artistes in Tainan County needed a place for the creation, Tainan County Government leased Tsung-Yeh Sugar Factory from Taiwan Sugar Corporation and named it Nan-Ying Tsung-Yeh Arts and Cultural Center. This arts and cultural center is a platform allowing the artists to create the artistic creations and to exchange the information. There are on-site artists from many places in this center. Arts exhibits are also held here. This center does not only promote the creativity of Taiwanese fine arts, but also combines the training program to educate the young artists. Nan-Ying Tsung-Yeh Arts and Cultural Center is a global arts site with many features.

Nan-Ying Tsung-Yeh Arts and Cultural Center has many cultural and artistic resources including fine arts, culture, history, environments, and music. In order to match up the project - Challenge 2008 ─ Council for Economic Planning and Development- Promotion of Cultural and Creative Industry, Tainan County Government had follow the Taiwan Executive Yuan’s policies to focus on the knowledge based industry with high additional value and plan the arts based Cultural and Creative Industry. Tainan County Government authorized NCKU Research and Development Foundation (NCKURDF) to design Nan-Ying Tsung-Yeh Arts and Cultural Zone Project. This project has 3 phases. It is an arts and cultural zone which contents many features such as commerce, tourism, and recreation. The goal of this arts and cultural zone is to be an on-going business operation, to create the business opportunities, and to assist in the local economy.

Although Nan-Ying Tsung-Yeh Arts and Cultural Zone is not included within the top 5 zones of the cultural and creative industry which were planed by Council for Cultural Affairs (CCA), it combines the arts, educations, and industries. Therefore, it is like a producer of arts in Tainan County and South Taiwan and the index of the development of arts.

Mr. Huan-Jhih Su, the Tainan County Mayor, expects this arts and cultural zone can provide artistic, cultural, historic, environmental, and industrial activities to attract more visitors. This arts and cultural zone can be a tour of knowledge, a new tourist attraction, and a place for the field trip. It is also a place of Taiwanese art, culture, and the creative industry. It creates the business benefits for government, the locals, and Taiwan Sugar Corporation.
