There are 18 bureaus/offices in the County Government, in charge of the following matters:

1. Civil Affairs Department:
Local governance, religion, household registration, public constructions, funeral and burial management, mobilization, conscription, and military service and related administration.

2. Finance Department:
Management of finance, the treasury, bonds, public property and assets, payments, cashier, funds, local finance and tobacco and alcohol management.

3. Economic Development Department:
Services to industries, mining and commerce, consumer protection (education and training, advocacy, annual programs, appraisals and evaluations, etc.), public enterprises, public utilities, retail markets, street vendor management, trade and international cooperation, invitation for business and investment, high-tech industries, etc.

4. Education Department:
School facilities management, compulsory education, teaching development, social education, pre-school education, special education and physical education.

5. Public Works Department:
Civil engineering, road works and maintenance, public infrastructure, building administration and usage, public buildings, transportation planning, facilities and management, procurement and quality management of related projects.

6. Agriculture Department:
Production and marketing in agriculture, forestry, fishery and animal husbandry, management of agricultural produce wholesale markets, conservation, use of pesticide and farmlands, animal and plant disease prevention and pest control, harbor construction and fishing vessel management, supervision and management of the credit department of farmers' and fishermen's associations, counseling for the same associations, promotion of farming and fishing industries, works for farming and fishing villages, aquaculture and stock farm management, forest and woodland management, greenification and beautification, water and soil conservation projects and inspection, finding and reporting of slopeland violations, stream regulation projects, management and maintenance of farm roads, supervision of technological development for the agricultural industry and farmers' and fishermen's groups.

7. Social Affairs Department:
Social aid, welfare for the disabled, and other welfare, administration and social work.

8. Labor Affairs Department:
Workers' safety, health, labor standards, relations, workers' welfare, foreign worker management, job training, vocational training, employment service and promotion.

9. Land Administration Department:
Land cadastre, land rights, land value, land requisition and appropriation, the definition and control of non-urban land, farmland consolidation, farming and fishing village and community renewal, land development, sectional requisition, urban land consolidation, cadastral survey, and other administrative affairs.

10. Urban and Rural Development Department:
Regional planning, county-wide development projects, urban planning, design and renewal, residential administration, land planning, urban and rural design and park management.

11. Water Resources Department:
Water resources engineering, administration and maintenance of various facilities, control of quarrying, sewage system works, coastal protection and sandbar conservation.

12. Tourism and Recreation Department:
Planning, building and management of tourism resources, guidance for private investment in tourism businesses, tourism marketing, promotion and advertisement, travel information service, assistance to and management of tourism organizations, hotels, hostels and recreational businesses.

13. Cultural Affairs Department:
Arts administration, cultural facilities, heritage, development, library and information service, exhibition and performance, and cultural park management.

14. General Affairs Department:
Documentation, management of official seals, procurement of supplies and non-technical services, general affairs, archives, planning, services to the people, research and development, monitoring and evaluation, legal administration, complaints and appeals, national compensation, and mediation.

15. Information Department: Press administration, public relations, etc.

16. Personnel Department: Human resource management.

17. Budget, Accounting and Statistics Department: Annual budgets, accounting and statistics.

18. Civil Service Ethics Department: All matters related to civil service ethics.
